Finance departments (bureaus) of all relevant provinces (autonomous regions or municipalities directly under the Central Government), and the Finance Bureau of Xinjiang Production and Construction Corps,
According to the Administrative Measures for Special Transfer Payments from Central Government to Local Governments (Cai Yu [2015] No.230) and other documents, the supplementary circular on matters relating to the Interim Administrative Measures for Special Funds for the Development of Renewable Energy (Cai Jian [2015] No.87) is as follows:
I. The implementation period of special funds for the development of renewable energy shall be from 2019 to 2023. Specifically, central financial subsidies for reconstruction of rural hydropower for efficiency improvement and capacity expansion under the "13th Five-year Plan" will be terminated upon expiration of such plan in 2020. The Ministry of Finance shall conduct assessments in accordance with the relevant provisions of the State Council and the needs of the development of renewable energy, and make adjustments based on the assessment results.
II. Special funds for the development of renewable energy shall be used to support the reconstruction of rural hydropower for efficiency improvement and capacity expansion. The method of settlement based on the fact shall be adopted for the reconstruction of rural hydropower for efficiency improvement and capacity expansion, and rewards shall be granted according to the installed capacity of the rebuilt power stations (including the ecologically rebuilt ones and the newly built ones) during the "13th Five-year Plan" period.
