In order to uphold the spirit of the Outlines for the Building of a Social Integrity System (2014-2020) (Guo Fa [2014] No.21) and the Guiding Opinions of the State Council on Establishing and Improving the System of Offering Joint Incentives for Acts in Good Faith and Imposing Joint Punishments for Acts in Bad Faith to Accelerate the Construction of Social Integrity (Guo Fa [2016] No.33), strengthen the construction of a credit culture in the civil aviation sector, effectively reduce the acts seriously endangering the civil aviation safety of individuals directly held responsible of producers and operators engaged in civil aviation, maintain the order of civil aviation activities and promote the healthy development of the civil aviation industry, the Civil Aviation Administration of China has drafted the Circular on Issuing the Provisions on Credit Management for Acts Seriously Endangering the Civil Aviation Safety of Individuals Directly Held Responsible in China's Civil Aviation Sector (for Trial Implementation) (Draft for Comment) for which public comments are hereby sought.

Article 1 The Provisions are hereby formulated in accordance with the relevant laws, administrative regulations and rules in order to uphold the spirit of the Outlines for the Building of a Social Integrity System (2014-2020) (Guo Fa [2014] No.21) and the Guiding Opinions of the State Council on Establishing and Improving the System of Offering Joint Incentives for Acts in Good Faith and Imposing Joint Punishments for Acts in Bad Faith to Accelerate the Construction of Social Integrity (Guo Fa [2016] No.33), strengthen the construction of a credit culture in the civil aviation sector, effectively reduce the acts seriously endangering the civil aviation safety of individuals directly held responsible of producers and operators engaged in civil aviation, maintain the order of civil aviation activities and promote the healthy development of the civil aviation industry.
Article 2 The Provisions apply to the credit management of acts seriously endangering the civil aviation safety (the "endangering acts") of individuals directly held responsible of producers and operators engaged in civil aviation.
Individuals directly held responsible include the persons directly in charge and other persons directly responsible.
