Competent departments of natural resources of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the competent department of natural resources of Xinjiang Production and Construction Corps, the relevant entities directly under and the relevant departments and bureaus of the Ministry of Natural Resources, and all local bureaus of state natural resource supervision,
According to the decisions and arrangements of the State Council on reducing fees and burden, in order to further reduce social burden and stimulate market vitality, the Ministry of Finance and the National Development and Reform Commission have issued the Circular on the Policies concerning Reduction and Exemption of Some Administrative and Institutional Fees (Cai Shui [2019] No.45), which is hereby forwarded to you for your strict implementation in accordance with the document, the Circular of the Ministry of Finance and the National Development and Reform Commission on the Policy on Real Estate Registration Fees (Cai Shui [2016] No.79) and the Circular of the National Development and Reform Commission and the Ministry of Finance on Issues concerning the Standards for Real Estate Registration Fees (Fa Gai Jia Ge Gui [2016] No.2559).

According to the decision and arrangement of the State Council on cutting fees and easing burden, policies concerning the reduction and exemption of some administrative and institutional fees are hereby notified as below, in order to further alleviate social burden and stimulate the market vitality:
