In accordance with the requirements of the Circular of the General Office of the State Council on Issuing the Pilot Work Program for Carrying out Standardization and Normalization of Disclosure of Grassroots-level Government Affairs (Guo Ban Fa [2017] No. 42) and relevant deployments at the first meeting of the National Leading Group on Government Affairs Disclosure, the Ministry of Human Resources and Social Security formulated the Guidelines for Criteria of Disclosure of Grassroots-level Government Affairs in the Realm of Employment and Social Insurance on the basis of summarizing and sorting out the achievements of the pilot program previously implemented in order to further improve the level of standardization and normalization of disclosure of grassroots-level government affairs in the realm of employment and social insurance.

I. General Requirements
(I) Be fully aware of the importance of standardization and normalization of disclosure of grassroots-level government affairs in the realm of employment and social insurance. Carrying out standardization and normalization of disclosure of grassroots-level government affairs in the realm of employment and social insurance is a concrete measure to promote disclosure in respect of decision-making, execution, management, service and result in the realm of employment and social insurance (hereinafter referred to as "Five Disclosure"), which is also an important step for strengthening management in the realm of employment and social insurance and promoting the implementation of relevant policies.
