Development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and Xinjiang Production and Construction Corps,
In order to implement the major policies and plans of the Central Committee of the Communist Party of China ("CPC") and the State Council for coordinating the promotion of the prevention and control of the COVID-19 epidemic and economic and social development, thoroughly implement the Foreign Investment Law and its supporting regulations, intensify reform, ensure effective work on stabilizing foreign investment in the current and coming periods and promote the stability of the fundamental situation of foreign investment, relevant matters are hereby notified as follows.
I. Actively helping foreign-invested projects and foreign-invested enterprises to resume work and production. Development and reform commissions at all levels shall effectively coordinate epidemic prevention and control and work and production resumption, and take the resumption of work and production of foreign-invested projects and foreign-invested enterprises as an important task at present. For projects that have been put into production, it is necessary to help coordinate issues such as return to work, logistics and materials, so that production capacities can be restored as soon as possible. For projects which are currently under construction, it is necessary to ensure effective work on project construction safeguard and examination and approval matters connection and strive to keep the overall project schedules unaffected. For projects which are in their early stages, it is necessary to innovate work methods, support project owners to go through various formalities in a remote manner and go into the implementation stage as soon as possible. Development and reform commissions at all levels shall take the initiative to contact foreign-invested enterprises, coordinate efforts to address obstacles in the resumption of work and production, and apply various enterprise assistance policies to foreign-invested enterprises in a unified way. For key foreign-invested enterprises, "one-to-one" targeted assistance shall be offered. For issue of collaborative resumption of work across the industrial chain reflected by foreign-invested enterprises, development and reform commissions at all levels shall make active responses and promptly report matters involving cross-provincial coordination to the National Development and Reform Commission("NDRC").
