Competent departments of commerce of Inner Mongolia Autonomous Region, Liaoning Province, Jilin Province, Heilongjiang Province, Guangxi Zhuang Autonomous Region, Yunnan Province and Xinjiang Uygur Autonomous Region, and relevant branches of the Export-Import Bank of China,
Border economic cooperation zones and cross-border economic cooperation zones (hereinafter referred to as "Border (Cross-border) Economic Cooperation Zones") are important platforms for trade and investment, as well as important supports for economic and social development in border areas. To thoroughly learn and implement the guiding principles which General Secretary Xi Jinping has set forth in his important speeches on coordinating the promotion of the prevention and control of the novel coronavirus pneumonia (COVID-19) epidemic and economic and social development, conscientiously carry out the major policies and plans of the Central Committee of the Communist Party of China and the State Council, strengthen financial support for border (cross-border) economic cooperation zones, promote the innovative development of border trade and stabilize the basic situation of foreign trade and foreign investment, relevant matters are hereby notified as follows:
I. Leveraging the Functions and Roles of Finance and Effectively Responding to the Epidemic
As an important banking institution to support China's foreign economic, trade investment development and international economic cooperation, the Export-Import Bank of China has specialized advantages and plays an important role in serving enterprises, localities and the development of an export-oriented economy. Competent departments of commerce in all localities should leverage the role of policy guidance, coordinate the needs of responding to the epidemic and stabilizing the basic situation of foreign trade and foreign investment, support the Export-Import Bank of China to provide high-quality services for border (cross-border) economic cooperation zones and enterprises in these zones, promote the solution of urgent problems such as capital turnover and financing expansion facing the resumption of work and production, ensure the smooth operation of industrial chains and supply chains for border trade, and minimize the impact of the epidemic.
