The People's Government of Zhejiang Province and the Ministry of Commerce,
We have received your request for instructions on the Several Measures in Support of the Open Development of the Whole Industry Chain for Oil and Gas in the China (Zhejiang) Pilot Free Trade Zone (the "Zhejiang FTZ"). The official reply is hereby given as follows:
I. We have approved the Several Measures in Support of the Open Development of the Whole Industry Chain for Oil and Gas in the China (Zhejiang) Pilot Free Trade Zone (the "Several Measures"). Please take it seriously to organize the implementation of them.
II. In implementing the Several Measures, we shall follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement fully the guiding principles of the 19th National Congress of the Communist Party of China(CPC) and the second, third and fourth plenary sessions of the 19th CPC Central Committee, follow the policies and plans of the CPC Central Committee and the State Council, adhere to the general principle of pursuing progress while ensuring stability, continue to apply the new development concept, continue to work for high-quality development, continue to pursue the supply-side structural reform as our main task, strengthen the synergy, coordination and efficiency in advancing reform, drive the open development of the whole industry chain for oil and gas, and promote reform, development, and innovation through opening-up, so as to build the Zhejiang FTZ into a new highland for the reform and opening up in the new era.
III. The People's Government of Zhejiang Province shall assume the primary responsibility, refine and improve supporting policies, implement work tasks, effectively fulfill the responsibility of supervising the oil product trading entities and market operation, and take risk prevention and control as the bottom line, so as to ensure smooth implementation of the policies and measures.
IV. The Ministry of Commerce shall work with relevant departments to strengthen guidance and services, and according to the division of responsibilities, actively coordinate and resolve the difficulties and problems encountered in the development of the Zhejiang FTZ, so as to continuously improve the development level of the Zhejiang FTZ.
Appendix: Several Measures in Support of the Open Development of the Whole Industry Chain for Oil and Gas in the China (Zhejiang) Pilot Free Trade Zone
The building of the China (Zhejiang) Pilot Free Trade Zone (the "Zhejiang FTZ") is a major decision made by the CPC Central Committee and the State Council, as well as a strategic move to promote reform and opening up in the new era. The report of the 19th National Congress of the CPC emphasized the need to grant more autonomy to pilot free trade zones in their respective reform. In order to implement the policies and plans of the CPC Central Committee and the State Council, give play to the role of pilot free trade zones as the pilot field of reform and opening up, support the Zhejiang FTZ to carry out in-depth differentiated exploration centering on the strategic positioning, strengthen the synergy, coordination and efficiency in advancing reform, drive the open development of the whole industry chain for oil and gas, and further improve the quality of construction, the measures are hereby formulated as follows:
