The Measures for Cybersecurity Reviews, adopted at the 20th executive meeting of the Cyberspace Administration of China on November 16, 2021, and approved by the National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Public Security, Ministry of State Security, Ministry of Finance, Ministry of Commerce, People's Bank of China, State Administration for Market Regulation, National Radio and Television Administration, China Securities Regulatory Commission, National Administration of State Secrets Protection and State Cipher Code Administration, are hereby issued and shall come into force on February 15, 2022.

Measures for Cybersecurity Reviews
Article 1 The Measures are enacted in accordance with the National Security Law of the People's Republic of China, the Cybersecurity Law of the People's Republic of China, the Data Security Law of the People's Republic of China and the Regulations on the Security Protection of Critical Information Infrastructure to ensure the security of the supply chain of critical information infrastructures, to guarantee network security and data security, and to safeguard national security.
Article 2 The procurement of any network product or service by an operator of critical information infrastructure ("CII") or the conducting of data processing activities by a network platform operator, that affects or may affect national security, shall be subject to a cybersecurity review under the Measures.
The CII operator and network platform operator specified in the preceding paragraph are collectively referred to as the party concerned.
