To the higher people's courts, people's procuratorates, departments (bureaus) of public security and departments (bureaus) of state security of all provinces, autonomous regions and municipalities directly under the Central Government:
In accordance with the provisions of the Law of the People's Republic of China on Control of the Entry and Exit of Aliens and the Law of the People 's Republic of China on Control of the Entry and Exit of Chinese Citizens, aliens or overseas Chinese, compatriots from Hong Kong, Macao and Taiwan who have entered China and Chinese citizens who need to leave the country may exit China on the strength of valid passports or other valid entry and exit certificates. They shall not be required to apply for visas. These two laws have also provided for the conditions under which shall the above-mentioned persons be restricted to leave the country.
Since there is no explicit stipulation concerning the measures to restrict aliens and Chinese citizens to leave the country, some litigants in criminal and civil actions have, taking advantage of exiting China, managed to escape from judicial organizations' prosecution for their legal liabilities, bringing great economic losses and unfavorable political influence to China. Still some cases could have been solved through other methods, but instead the method of restricting exit and even the method of detaining certificates were adopted, which also caused unfavorable influence. In order to carry out these two laws on control of the entry and exit effectively, solve the problem of restricting exit properly, the Several Provisions on Lawfully Restricting the Entry and Exit of Aliens and Chinese Citizens have hereby been formulated and are printed and distributed to you for conscientious implementation.

Several Provisions on Lawfully Restricting the Entry and Exit of Aliens and Chinese Citizens
Article 23 of the Law of the People's Republic of China on Control of the Entry and Exit of Aliens and Article 8 of the Law of the People's Republic of China on Control of the Entry and Exit of Chinese Citizens have stipulated that some aliens and Chinese citizens shall be restricted to exit China, several issues concerning the implementation thereof are hereby specified as follows:
