In order to carry out the spirit of the 19th National Congress of the Communist Party of China in regard to "cultivating new business types and modes of trade", meet the requirement for "regularly issuing the Catalog of Guidance for Key Development Fields of the Service Outsourcing Industry" under the Opinions of the State Council on Promoting the Accelerated Development of the Service Outsourcing Industry (Guo Fa [2014] No.67) and specify the development orientation of the service outsourcing industry, the Ministry of Commerce, the Ministry of Finance and the General Administration of Customs in conjunction with the relevant departments have, in combination with the industry development situation and on the basis of the Catalog of Guidance for Key Development Fields of the Service Outsourcing Industry (the "Catalog of Guidance") issued in 2016, compiled the Catalog of Guidance (2018 Edition), which is hereby issued.

The Catalog of Guidance issued in 2016 shall be annulled simultaneously.
