Departments (bureaus) of human resources and social security of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps,
Since the issuance of the Guiding Opinions of the Ministry of Human Resources and Social Security and the Ministry of Finance on Provincial-level Overall Planning for the Work-related Injury Insurance Fund (Ren She Bu Fa [2017] No.60, hereinafter referred to as the "Guiding Opinions"), departments of human resources and social security of all localities have attached great importance to the work and have promptly formulated, on the basis of in-depth research, implementation plans and specified tasks, requirements and progress schedules. Most provinces have made positive progress and achieved good effects in the work. However, there are also some provinces which have not gained a sound ideological understanding and are relatively slow in promoting the work, thus still having a considerable gap to bridge from fulfilling the goal of provincial-level overall planning in 2020. In January 2019, the Special Central Inspection Tour on Poverty Alleviation specifically listed the problem that "Only city-level overall planning can be achieved for work-related injury insurance for migrant workers in some regions" as one of the problems for rectification. In order to implement the rectification requirements of the inspection tour and accelerate provincial-level overall planning for the work-related injury insurance fund, notification is hereby made on relevant issues as follows:
I. Further Raise the Political Stance
Promoting provincial-level overall planning for the work-related injury insurance fund is an important measure to implement the spirit of the 19th National Congress of the Communist Party of China (CPC) and perfect the work-related injury insurance system; a systematic and in-depth major reform; an important political task and responsibility to implement the rectification requirements of the Special Central Inspection Tour on Poverty Alleviation and an important embodiment of firmly establishing "greater consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment", fostering "strong confidence in the path, theory, system, and culture of socialism with Chinese characteristics" and resolutely "upholding General Secretary Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and resolutely upholding the Party Central Committee's authority and its centralized, unified leadership"; and an inevitable requirement of adhering to the people-centered development idea, better protecting the rights and interests of workers with work-related injuries, improving the mutual aid ability and use efficiency of the fund, and promoting the high-quality development of the work-related injury insurance cause.
