Circular of the General Administration of Sport on Issuing the Administrative Measures for Sports Activities Carried out by Foreign Non-governmental Organizations within the Territory of China

Sports bureaus of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan and Xinjiang Production and Construction Corps, Military Sports Training Center of the Training Management Department of the Central Military Commission, all offices, departments and bureaus of and entities directly under the General Administration of Sport, Chinese Football Association, Chinese Basketball Association and all reform and pilot program associations,
With a view to guiding and regulating sports activities carried out by foreign non-governmental organizations within the territory of China, guarantee their legitimate rights and interests and promote the sound and orderly development of sports, the Administrative Measures for Sports Activities Carried out by Foreign Non-governmental Organizations within the Territory of China are hereby issued for implementation. Please report problems during the implementation to the General Administration of Sport in a timely manner.

Administrative Measures for Sports Activities Carried out by Foreign Non-governmental Organizations within the Territory of China
Article 1 With a view to guiding and regulating sports activities carried out by foreign non-governmental organizations ("foreign NGOs") within the territory of China, guarantee their legitimate rights and interests and promote the sound and orderly development of sports, the Administrative Measures for Sports Activities Carried out by Foreign Non-governmental Organizations within the Territory of China (the "Measures") are hereby formulated in accordance with the Law of the People's Republic of China on the Administration of Domestic Activities of Overseas Non-governmental Organizations, the Law of the People's Republic of China on Physical Culture and Sports and other laws and regulations.
Article 2 Non-profit and non-government social organizations such as foundations, social groups and think tanks lawfully established overseas may carry out sports activities favorable for the development of public welfare within the territory of China.
Article 3 The competent department for sports under the State Council and the competent departments for sports of provincial people's governments are governing entities for foreign NGOs carrying out sports activities within the territory of China.
The competent departments for sports of people's governments at all levels shall supervise and provide services for foreign NGOs carrying out sports activities within the jurisdiction thereof.
Article 4 Where a foreign NGO conducts any of the following sports activities within the territory of China, it shall be approved by the competent department for sports of the provincial people's government concerned:
